Fair housing goes beyond rules, regulations, and required courses. It’s a core part of what we do as REALTORS®. Protecting the rights of individuals to own, use, and transfer property supports both our profession and the integrity of the real estate market. A strong, open marketplace thrives on fairness, access, and equal opportunity for all.
REALTORS® understand the importance of the Fair Housing Act and remain committed to upholding its principles. This includes providing consistent, professional service to every individual, regardless of who they are or where they come from, as they pursue real property.
The National Association of REALTORS® Fair Housing Action Plan, known as “ACT,” focuses on (A)ccountability, (C)ulture Change, and (T)raining. This initiative reinforces the commitment of more than 1.5 million REALTORS® to actively support and protect housing rights across the country.
In November 2020, NAR introduced Fairhaven.realtor, an interactive online training experience. This simulation places agents in real-world scenarios within a fictional town, challenging them to navigate time-sensitive transactions while addressing potential discrimination. Participants also gain perspective by experiencing the homebuying process through the eyes of those who may face unfair treatment, with practical feedback they can carry into their everyday business practices.
Fair Housing FAQs
What is Fair Housing?
Fair housing laws make it illegal to discriminate in housing based on race, color, religion, national origin, sex (including sexual orientation and gender identity), disability, or familial status. Some state and local laws may include additional protection. These laws help ensure equal access to housing for everyone.
How Does Fair Housing Protect Me as a Buyer?
You are entitled to fair and equal treatment throughout the homebuying process. This means receiving the same level of service from agents, sellers, lenders, and others—without being steered or treated differently based on who you are.
How Does Fair Housing Apply to Sellers?
Sellers must treat all buyers equally and cannot make decisions based on protected characteristics. This includes marketing the property in a way that is open and inclusive to all.

If you believe you’ve experienced housing discrimination, you can report it to:
• HUD’s Office of Fair Housing and Equal Opportunity (FHEO)
• Your local or state REALTOR® Association
• A local fair housing organization
